Description
Workgroup administrator should be able to browse all workgroups in his scope:
- System administrator - all System workgroups
- Organization administrator - all Organization workgroups in his appointed Organization
- Site administrator - all Site workgroups in his appointed Site
- other Workgroup administrator - all of his appointed Site workgroups
Note that a single user may have administrative privileges in more that one organization and/or site. Before browsing the workgroups he will need to navigate to a specifc site first.
For each workgroup, the following information should be displayed:
- identifier
- description
- appointed Workgroup administrator
- date of creation
- number of members
- number of Included workgroups
The list should be pageable, and sortable by each of the columns listed above.
For each workgroup on the list the following operations may be performed:
- Viewing workgroup properties use case
- Editing workgroup properties use case
- Editing workgroup members use case
- Editing workgroup privileges use case
- Deleting a workgroup use case
The following operations may be performed on the parent node of workgroup list:
- Creating a site use case - this option is available only to system, organization or site administrator

Not entirely sure what is meant by: "he will need to navigate to a specifc site first" - wouldn't it be more convenient if user had the list of all his workgroups available somewhere at one page?

I meant that before the "Browse workgroups" link becomes visible, the user will navigate from his Dashboard into some Organization, Site he has privileges in, or enters the System adminsitration application. And thus the scope "Browse workgroups" can be easily derived from the UI context.
