It defines the set of states and transitions for a particular Resource class. The automaton can be defined for all resources from whole system or can be scoped for only the particular organisations or even sites resources.
In case the organisation or site that had used the system automaton definition is about to override it with local definition there is a need to prepare spcialized screen to apply the model to resources already created. The idea is to map all previous states (include undefined state) to new states that comes from new automaton definition.
