The Query service is present in the API, but is not implemented.
It needs to be ported from ARL, and refactored to remove dependency on datatypes package. This will call for API changes.

The query service is now available in Coral in the same shape that it was in ARL. There is more work to be done however: see CORAL-30 and CORAL-31
